The Lake County Department of Community Services is preparing a Grant Application to U. S. Department of Housing and Urban Development (HUD) to implement Phase 2 of Lake County’s Neighborhood Stabilization Program. The grant application must be submitted on or before July 17, 2009. 


NEWS & UPDATES

July 21, 2009 – The Public Hearing for the application to the Department of Housing and Urban Development (HUD) for Neighborhood Stabilization Program 2 funds was held on July 7. The application and plan were approved by the Board of County Commissioners. The plan was sent to HUD on July 14 and confirmation of receipt by HUD was received on July 15.


The County is soliciting Citizen Comments and input pertaining to its plan for the use of these funds. Please contact Allison Thall at 352-742-6502 or athall@lakecountyfl.gov no later than July 13 to ensure your comments will be addressed prior to our submitting the final version of our grant application. All comments will be responded to in a timely manner. Thank you in advance for your thoughts!

The public is also invited to attend a public hearing to review the application. The hearing will be held on Tuesday, July 7, 2009, starting at 9 a.m. or shortly thereafter, in the Board Room on the second floor of the Lake County Administration Building, 315 W. Main Street in Tavares.

A brief summary of the County’s Application for NSP2 funding is as follows:

After reviewing data provided by HUD as to foreclosures and vacancies in our County, we and our seven (7) Developer Consortium Partners, working in collaboration with our Management Consultant Partner, Guardian CRM/Langton Associates, have selected the “areas of greatest need” as seven (7) Census Tracks where we will implement NSP2 Activities. The seven (7) target areas or Census Tracks and the communities which comprise these areas are as follows:

CT 302.01       City of Eustis
CT 304.02       City of Fruitland Park
CT 304.04       City of Lady Lake
CT 305.01       City of Leesburg
CT 305.02       City of Leesburg
CT 309.11       City of Mount Dora
CT 313.05       City of Clermont

Neighborhood Stabilization Program: Plan 2 Map

The primary activity which will be performed with the NSP2 funding is the Acquisition and Rehabilitation of Foreclosed or Abandoned Properties for Resale to income eligible residents of Lake County. The Activity is NSP2 Eligibility USE B. The County in conjunction with its seven (7) Developer Consortium Partners will perform these services in the Census Tracts mentioned above. The distribution of work load by Developer Partner and the target areas where these housing units will be treated is displayed in Chart 1 below.

The Lake County NSP2 Consortium Partners includes the following organizations:

  1. The City of Eustis Housing Authority
  2. Lake-Sumter FL Habitat for Humanity
  3. Homes in Partnership
  4. The City of Leesburg Housing Authority
  5. Life Stream
  6. New Beginnings
  7. Affordable Housing by Lake (homeownership classes)
  8. Guardian CRM/Langton Associates Management Consultant

The preliminary estimated budget to accomplish the proposed activities is as follows:

  • Average cost of acquisition and rehab of each house = $122,000 X 100 houses = $12,200,000
  • Administrative overhead and expenses to implement over 3 year period = $1,300,000
  • Total cost of program = $13,500,000

Please submit you comments and suggestions for changes or improvements to our proposed grant application no later than July 13th for consideration during the preparation of the final grant application which must be submitted to HUD on or before July 17, 2009.
