Impact fees are a method of shifting a portion of the burden of the cost of new or expanded infrastructure to accommodate new development away from the community at large to new development itself.

Lake County has five types of impact fees: road, school, fire, library and parks. The county adopted road impact fees in 1985, school impact fees in 1991, fire services impact fees in 1996, and both library and parks impact fees in 2004.

The Lake County Board of County Commissioners voted on Sept. 29, 2015 to increase the educational impact fees to the recommended rate. This increase will go into effect January 11, 2016.

"These newcomers arrive in our community seeking opportunity. They come seeking a new beginning, a new start with hope, or a final fulfillment of life's just reward.

They come for the same reasons that we came. They stay for the same reasons that we stay in this community and state we all love.

These newcomers bring with them all their fondest dreams of the future. They bring dreams that are the same as ours – dreams of a better life and a better future.

What they don't bring with them are the roads, the bridges, the schools, the hospitals, the libraries, the parks, the utilities, the sewers, the waterlines, and all the vast and varied human services that will be needed to realize our dreams." **
