Job Summary:
Under limited supervision, plans, develops, coordinates and oversees housing programs for Lake County citizens. The position is responsible for overseeing and coordinating the operations of the U.S. Department of Housing & Urban Development Community Development Block Grant (CDBG) Program and Neighborhood Stabilization Program (NSP), the U.S. Department of Housing & Urban Development Section 8 Housing Choice Voucher Program, the SHIP/Affordable Housing Program, and promoting housing and community development services to the public. The position develops and implements programs within organizational policies; reports major activities to executive level administrators and elected officials.

Plans, supervises and facilitates the coordination of activities within the division. Charged with identifying critical citizen needs and developing strategies to ensure the provision of an effective network of services to meet those needs, including oversight of Children’s Services, Elder Services, Veterans Services, Indigent Cremation, Tax Hardship, the Community Health Worker Program and citizens’ health programs, homelessness services, emergency sheltering and a variety of other grant programs like CARES Act. Responsible for supervising staff, establishing goals and objectives, building collaborative partnerships and support systems for programming, developing policy and procedures, developing and administering budgets and performing related administrative functions, such as reporting activities to boards, County management, elected or appointed officials, as well as state or federal agencies.

This position may be required to assist with emergency support functions in the event of a declared emergency and/or any other emergency duties as assigned.

Minimum Qualifications:
Requires a bachelor’s degree in Business Administration, Public Administration, Planning or a related field. Preference will be given to candidates with a master's degree in the above.

Requires a valid Florida Driver’s license.

Requires eight years of progressively responsible experience with state (Florida) and federal housing programs. Requires extensive division or department level management experience, preferably in city or county government housing programs.
